PFACT
is a web-based application that helps universities
and such other institutions to financially appraise
the projects that they wish to undertake. In such institutions,
a Central Authority (typically the Finance Department)
will list Funding Sources and Funders and will set
up Templates which will basically define the scope
of the projects which the university is prepared to
undertake. Thereafter, the end-users (who will typically
be department staff) will submit a project proposal,
based on one of the defined templates. A project proposal
has to be made within the scope of a Department, an
Activity (e.g., Research) and a Sub-Activity thereof
(e.g., Research >> Lab Experiment). These proposals
are then reviewed by the Centre and will be accepted
or rejected depending on their feasibility. PFACT offers
various “views” depending on what type
of user has logged on.
There
are two types of templates associated with a project
proposal: -
Income
Template - This will contain a group of Income Types
that are associated with the Project.
Expenditure
Template - This will list Expenditure types that are
applicable to a set of Department, Activity and Sub-Activity
combinations.
Depending
on the Department, Activity, Sub Activity, Income Types
and Expenditure Types that the user enters while adding
a Project Proposal, the system will automatically try
to find a matching template. If no such template is
found then the project proposal is not accepted by
the system.
Implementation
of import and export of data is underway.
